WORLD NEWS ON POVERTY
BACK-TO-SCHOOL MEANS TOUGH CHOICES FOR FAMILIES
August and September are anxious months for families with
children in elementary and secondary school. Required school
supplies and uniforms can be expensive, and food banks across
the country serve families who cut their grocery budgets in
order to purchase notebooks and pencils. One such food bank
is the San Antonio Food Bank, an America's Second Harvest
affiliate.
The summer months in San Antonio, Texas, are scorching hot,
and the resulting electric bills take a greater than usual
slice out of household budgets. As a result, many households
begin the month of August facing an income crisis.
In response to gang activity of the early 1990's, the San
Antonio Independent School District instituted a citywide
dress code for students. The expense of outfitting a student
with even one acceptable uniform brought an unheeded outcry
from local families. The majority of them had an average of
three children in school, each of whom needed a week's worth
of uniforms -- at a cost of $50 per uniform.
The school district also selected white and khaki uniforms,
forcing caregivers, many with multiple school-aged children,
to find the resources to launder the clothing often, lest
their children endure the shame of wearing their poverty
literally upon their sleeves, as well as on their shirtfronts
and trousers. For children forced to wear stained hand-me-
downs, the only thing learned the first day of school is a
lesson in humiliation.
In addition to the expense of purchasing and maintaining
the required uniforms, families also found they were expected
to provide each child with a pre-determined list of school
supplies. Due to budget cuts in the local school system,
that list includes incidentals -- like tissues -- to
supplement classroom shortages. To fulfill the requirements
of each list, a family can expect to pay a minimum of $20
per child for these supplies.
By mid-August, many families' resources are depleted and
the San Antonio Food Bank and its member food pantries
experience a spike in requests for emergency food assistance.
In one case, a mother of four told of feeding her family
pinto beans for the entire week prior to the start of school
and resumption of the National School Lunch program.
Even when school is finally underway, however, the financial
stress brought on by the first day of school carries over
well into the following months. Many teachers, out of pity,
feel compelled to be the ones to bring apples to school --
for their students.
